The presence of the Spanish Research Council (CSIC) in Cantabria was represented by the Cantabrian Physics Institute (IFCA) and two Research Units in the Biology and Biomedicine area associated to the CIB and IIB centers. From this startpoint, in late 2004 a group of biomedical researchers from the School of Medicine of the University of Cantabria propose to create a joint Research Institute.

This proposal was further developed, and in 2006 it also included the participation of the Regional Government. The project was approved by the different participating Institutions, and a call was open to recruit researchers from the University of Cantabria and the CSIC. Applications were evaluated by a 6-member international comittee which, in march 2007, selected 11 research teams.

In april  2007, the three participating institutions sign the agreement and the IBBTEC is formally created. The official startdate of the activity of the IBBTEC is may 30th 2007.

In the spring of 2009, the CSIC approves the IBBTEC strategic plan. In Summer 2013 the new buidling was occupied.

It is located in PCTCAN, Santander, and has 6000 m2 in five flats.
